The Parliament of Kyrgyzstan approved in the first reading a law on changing the status of border crossing points with Kazakhstan.

Today, February 25, during a meeting of the Jogorku Kenesh, deputies discussed and adopted a bill concerning the ratification of a Protocol that amends the agreement between the Kyrgyz Republic and Kazakhstan regarding border crossing points. This document was signed on August 22, 2025, in Bishkek and pertains to an agreement that has been in effect since December 25, 2003.

The bill was presented by the Chairman of the State Border Service of Kyrgyzstan, Abdykarim Alimbaev. He explained that the amendments concern the status of the border crossing points "Tömönkü-Chüy-road" (also known as "Kamyshanovka-road") and "Kichi-Kapka-road," which are proposed to be transitioned from a bilateral to a multilateral (international) regime, as well as changing the operating mode of the first point from daytime to round-the-clock.

Abdykarim Alimbaev noted that such a change in status is necessary to create more favorable conditions and develop the tourism sector, which, in turn, will lead to an increase in the flow of cargo-passengers and foreign tourists, as well as improvements in infrastructure.

Additionally, a draft law of the Kyrgyz Republic concerning the ratification of the Agreement on the Universal Center for Countering Security Challenges and Threats for the member states of the Shanghai Cooperation Organization was adopted. This document was signed on September 1, 2025, in Tianjin and underwent three readings.

The information was presented by the Deputy Chairman of the State National Security Committee, Director of the Anti-Terrorism Center of the GKNB, Alisher Erbaev. He explained that the Agreement implies the establishment of a Universal Center based on the Regional Anti-Terrorist Structure of the SCO in Tashkent, Uzbekistan, which will include an Information Security Center and a Center for Countering Transnational Organized Crime located in Bishkek.

A bill was also adopted that amends the Law of the Kyrgyz Republic "On the Individual (Personalized) Accounting of Citizens for the Purposes of Mandatory State Social Insurance," which has passed its second reading.
