According to Mavlyanova, this procedure leads to additional costs for exporters. They are forced to pay for the services of loaders and face transportation costs, especially if delays can last up to two days. There is also a risk of losses due to possible damage to part of the cargo.
The deputy addressed the First Deputy Chairman of the Border Service Marat Maralbaev with a question about which authorities should be involved to quickly resolve such issues.
Maralbaev replied that he would provide the necessary information in writing, as the situation requires the involvement of not only the Border Service. He added that veterinary requirements and regulations from Kazakhstan also affect the inspection process.
Mavlyanova emphasized that the number of seedling exporters in the country is small, and therefore the problems that have arisen require the attention of the Cabinet of Ministers.
In response, Maralbaev stated that the Ministry of Foreign Affairs has a duty service, the contacts of which can be found on the official website of the agency.
“We are part of the EAEU, and there should not be such problems at the borders,” Mavlyanova noted.
On that day, the deputies also considered in the second reading the draft law "On the Ratification of the Protocol on Amendments to the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on Checkpoints across the State Border dated December 25, 2003, signed on August 22, 2025, in Bishkek." As a result, the draft law was adopted in the second reading.
