Today, March 4, a draft law was discussed at a meeting of the Jogorku Kenesh concerning amendments to a number of legislative acts of Kyrgyzstan, including the Code of Offenses and the Law on External Migration.

The information about the project was presented by Deputy Minister of Internal Affairs Oktobyr Urmambetov.

He noted that the main goal of developing this draft law is to reduce the level of begging and eliminate its negative consequences for public order, as well as to enhance road safety.

The objectives of the draft law include establishing legal norms that will provide for liability for intrusive begging in public places, as well as measures aimed at preventing the involvement of vulnerable groups in begging with the application of strict sanctions.

A legal basis for the expulsion of foreign citizens who repeatedly violate the norms is also provided.

During the discussion, Deputy Ilimbek Kubanychbekov pointed out cases of fraud in fundraising for treatment abroad, which undermines trust in charity. He proposed cooperation with the Ministry of Health to verify diagnoses and the justification for fundraising.

Deputy Dastan Bekeshev inquired about the shortcomings in the work of law enforcement agencies and social services in cases where children are involved in begging. Deputy Toktobubu Ashymbaeva also noted the need for measures against this issue.

Kamila Talieva suggested conducting raids to check individuals engaged in begging, adding that assistance to those in need should be provided through charitable foundations. Deputy Mahabat Mavlyanova agreed that begging on the roads poses a threat to road safety and supported the draft law. As a result of the discussion, the draft law was adopted in the first reading.
