Talant Mamytov: According to the Constitution, one person is not responsible for the actions of another

As a result of the review of the elections to the Jogorku Kenesh conducted by the Central Commission for Elections and Referendums, the results of candidate Bakyt Sydykov were annulled. The commission recognized the elections as valid in the multi-mandate district No. 13.

The reason for the re-analysis was the investigation materials provided by the Ministry of Internal Affairs of Kyrgyzstan. As established by law enforcement agencies, the installation of mobile phones at polling stations was related to supporters of Bakyt Sydykov. No criminal cases were initiated against other candidates.

The CEC reviewed its previous decision and recognized the elections as valid. The voting results for candidate Sydykov were annulled, and repeat elections in the district will not be scheduled.

As a result of the recount, deputies of the Jogorku Kenesh were recognized as elected: Talant Mamytov, Aibek Altynbekov, and Aigul Karabekova. Nine commission members voted in favor of this decision, while two voted against.

During the meeting, Talant Mamytov emphasized that the Constitution does not imply collective responsibility. He noted: “According to the Constitution, each person is responsible for their actions. We, the candidates, expected a fair decision. Earlier, complaints were submitted — three statements were registered. All candidates were in equal conditions, all paid the deposit and incurred expenses,” he added.

According to Mamytov, new data became known only after the conclusions of the investigative authorities. “We are not investigative bodies. Today we were provided with specific facts, including video recordings. Instances of equipment placement for video recording by supporters of one candidate were established. We ask to take these new facts into account and make a legal and fair decision that considers the rights of all election participants,” he said.

We remind you that early parliamentary elections in Kyrgyzstan were held on November 30, 2025. In district No. 13, 65,016 voters were registered, of which 30,000 people voted, accounting for 39.44 percent. A total of 14 candidates ran in the elections.

According to the voting results, Bakyt Sydykov received 17,397 votes, with Aibek Altynbekov taking second place with 13,477 votes. Among female candidates, Aigul Karabekova received the highest number of votes — 8,839 votes. Talant Mamytov garnered over 12,000 votes.
