According to the CEC press service, the application was submitted on January 21.
However, the working group responsible for receiving and verifying documents from candidates and political parties concluded that Mansuralyev does not meet the requirements established by law for candidates for deputies of the Jogorku Kenesh, which became the basis for the refusal of registration.

According to the constitutional law "On the elections of the president and deputies of the Jogorku Kenesh," every candidate must have resided in the territory of the Kyrgyz Republic for at least five years prior to nomination.
According to data from the Border Service of the State National Security Committee, Zalkarbek Mansuralyev spent a significant amount of time outside the country: in 2021 — 354 days, in 2022 — 364 days, and in 2023 — 123 days.
These facts were decisive for the refusal of his registration as a candidate for the parliamentary elections in multi-mandate electoral district No. 13.
