Parliament approved the initiative to reduce the number of members of the CEC of the KR

Today, at the meeting of the Jogorku Kenesh, parliamentarians supported the initiative to reduce the number of members of the Central Election Commission (CEC) of Kyrgyzstan. This decision was made during the discussion of amendments to the draft constitutional law "On the Central Commission for Elections and Referendums" in the first reading. The initiative was prepared by a group of deputies.

As noted by deputy Nurbek Sydygaliev, the proposed bill suggests reducing the composition of the CEC from 12 to 7 members. Of these, three will be appointed from the president's quota, and four from the quota of the Jogorku Kenesh.

“These changes are aimed at optimizing the work of the state apparatus, improving internal coordination, and increasing the efficiency of decision-making, as well as reducing budget expenditures. In the second reading, we plan to amend the concept of the bill, increasing the number of CEC members from 7 to 8, to avoid conflicts of interest,” he added.

As an example, Sydygaliev cited Kazakhstan, where there are seven commission members for 20 million citizens. He also noted that the existing problem with quorum negatively affects the work of the body.

“The presence of several CEC members at meetings in online format is inappropriate. Everyone should participate in person,” the deputy emphasized.

Deputy Chairperson of the CEC Aydana Jupueva agreed that the problem of quorum sometimes arises. “During the pandemic, we allowed commission members to participate in meetings via videoconference, and some still vote online,” she noted.

The elected representatives approved the bill in the first reading, noting that the optimal option would be to keep eight members in the CEC.
