According to Jalilov, this initiative has become a necessity due to the growing problem of loss of arable land caused by unregulated construction and intentional deterioration of its condition, in order to subsequently convert it into less valuable plots.
The deputy also emphasized that existing legal norms grant landowners the right to manage their land as long as it does not harm the environment. However, the lack of a clear connection to food security creates legal gaps, which can lead to the misappropriation of land resources.
Under the new law, it is proposed that landowners and tenants are obliged to take care of soil quality and prevent its degradation.
If the transformation of particularly valuable agricultural lands is initiated for commercial construction, the amount of compensation for damages will be doubled.
It is stipulated that in the event of intentional deterioration of land quality with the aim of subsequently converting it into less valuable plots, such land may be confiscated.For the use of agricultural land in violation of regulations, leading to loss of fertility or pollution, fines are provided: for individuals — 30 calculation indicators (which amounts to 3,000 soms), for legal entities — 130 calculation indicators (13,000 soms).
