Cases of illegal transfer of state medical facilities into private hands have been recorded in the Jalal-Abad region, as reported by the press service of the State Committee for National Security of the Kyrgyz Republic (GKNB KR).

Among the illegally alienated property were 32 administrative buildings and 5 land plots (in private ownership or on long-term lease) located on the territory of the Jalal-Abad Regional Clinical Hospital (city of Manas), as well as hospitals in Bazar-Korgon and Kochkor-Ata. These buildings were used for commercial purposes, including medical centers, pharmacy points, and catering establishments.

The GKNB also reminded that according to the decree of the President of Kyrgyzstan, social infrastructure facilities are not subject to privatization. In addition, the country's land code (Article 44) states that buildings are inextricably linked to the right to the land plot to which they belong.

It should be noted that during the illegal transfer and use of the specified facilities and land plots, rental payments were significantly undervalued, leading to substantial financial losses for the state. After the return of the buildings and plots to state ownership, the lease conditions were revised, resulting in a multiple increase in rental income to the budget.

As a result of the investigative and operational actions taken, these facilities and land plots were returned to state ownership.
