The laws on judges and the cabinet propose to introduce norms on gender representation

The initiative aims to ensure equal rights for men and women in government institutions


The Jogorku Kenesh approved amendments to a number of constitutional laws during its second reading, including "On the Council for Justice Affairs," "On the Supreme Court and Local Courts," and "On the Cabinet of Ministers."

This bill is aimed at creating equal opportunities for men and women in various areas, including politics, economics, social and cultural aspects, and strengthening gender representation in government bodies.

Among the proposals, the following can be highlighted:

when rotating local court judges, gender balance must be considered so that the share of judges of one gender does not exceed 70%;

when forming the cabinet of ministers, it should be guaranteed that no more than 70% of its members will be representatives of one gender.

The justification for the bill notes that currently, in more than twenty local courts, mainly in the regions, there is insufficient representation of women among judges. The new law will help correct this disproportion and align government bodies with the National Strategy for Achieving Gender Equality by 2030, as well as with the State Program for Supporting Women's Leadership.

This document was developed in parallel with the bill to amend legislation regarding gender equality and is intended to complement existing measures that promote the involvement of women and men in the management of state and local bodies.
