The Ministry of Construction has put forward for discussion a draft regulation on the design of court buildings.

A draft order developed by the Ministry of Construction, Architecture, and Housing and Communal Services has been put forward for public discussion, concerning the approval of the Code of Rules "Design of Service Premises for the Courts of the Kyrgyz Republic."
The project provides for the establishment of unified mandatory standards for the design of service premises for the courts, aimed at creating comfortable conditions for justice, improving the functioning of judicial bodies, as well as ensuring the safety and functionality of court buildings.

The project covers both new and reconstructed buildings of the Supreme Court and local courts, and is also applicable in the process of preparing capital repair projects. The scope of requirements related to repairs or reconstruction is determined by the design assignment.

According to the explanatory note, currently, general construction norms are used in the design and construction of court buildings, which do not always take into account the specific aspects of judicial activities, such as the separation of flows of process participants, the safety of judges and staff, as well as the creation of comfortable working conditions. Departmental norms are intended to systematize and align such requirements.

This project was developed by an interdepartmental working group in accordance with the instruction of the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, issued on December 2, 2025, and the establishment of the working group initiated by the order of the Ministry of Construction on December 11, 2025.

According to the draft Code of Rules, the requirements cover aspects such as planning and zoning, safety, accessibility, engineering solutions, and room parameters. Among the proposed measures:

- Separation of flows within buildings (for visitors, judges/staff, detainees, and escorts), including the use of separate corridors, lobbies, staircases, and elevators.
- Ensuring accessibility for people with limited mobility, taking into account standards for environments for persons with disabilities and mandatory requirements for elevators in new buildings with three or more floors (at least two elevators, one of which must be accessible for wheelchair users).
- Security measures, including a designated area for the installation of metal detectors at the entrance, security alarm systems in key premises, as well as requirements for safe doors for archives and armories, and for escort and cell areas.
- Fire safety and engineering requirements, including special provisions for smoke removal for archives and windowless storages and general standards for building engineering systems.

Additionally, the project contains a list of reference construction norms, including norms for fire safety, design of public buildings, planning and development, lighting, and accessibility.
