In Kyrgyzstan, a man became a woman and the State Institution "Kyzmat" is considering a PIN change

The State Institution "Kyzmat" has begun the process of reviewing a request for gender change. One of the men announced his transformation into a woman and initiated the procedure for changing his PIN. This information was announced by Deputy Director Ernes Dosaliev at a recent meeting of the specialized committee of the parliament.

On the agenda of the committee of the Jogorku Kenesh, which deals with science, education, innovation, information technology, culture, sports, and youth policy, was a draft law on the personalized accounting of citizens of the Kyrgyz Republic within the framework of mandatory state social insurance.

Deputy Santalat Amanova emphasized the importance of clear regulation of such cases and asked whether changes would be made to the existing law. She noted that the draft law lacks any medical or physiological aspects.

Ernes Dosaliev added that the issue of transgender individuals has been under consideration for a week. The draft law aims to simplify work with the system to address such situations promptly, as all data is linked to the PIN.

“Previously, cases of gender change were perceived as errors in the documents from the maternity hospital when the information was indicated incorrectly. We raised the issue of transgender individuals just a week ago when a man announced his gender change. Such cases had not been considered in legislation before. If our changes are adopted, the situation can be resolved more quickly, as the issue is already on the agenda and will be prioritized,” he explained.
