First Deputy Minister of Digital Development and Innovative Technologies Nursultan Kubanov noted that despite the implementation of the automated information system "ZAGS," which has a centralized database and extensive control capabilities, errors still occur. He emphasized that since July 1, 2017, when correcting such errors as incorrect indication of gender or date of birth, the control digit of the PIN is automatically changed in accordance with the established structure.
“Changes to the previously assigned PIN are made in accordance with the procedure approved by the cabinet of ministers' resolution dated April 17, 2025,” added Kubanov.
According to this document, changes to the PIN can be made in the following cases:
— when correcting the date of birth;
— if two or more citizens have the same personal identification numbers;
— in cases of errors in indicating gender or date of birth;
— in cases of technical shortcomings, such as duplication of the PIN for one person or inaccuracies in the full name;
— within the framework of legislation concerning the protection of the rights of participants in criminal proceedings, in the manner established by an interagency act between the security agencies and authorized state institutions,” clarified Nursultan Kubanov.
Representatives of the cabinet of ministers emphasize that their main task is to ensure that citizens can quickly resolve issues arising with the PIN.
