According to the prepared draft government resolution, it is proposed to extend the duration of the experiment testing the rules and conditions for the entry and exit of foreign citizens and stateless persons until the end of 2027.
Currently, the second phase of the experiment is underway, during which foreigners can submit electronic applications for entry into Russia through the mobile application of the Unified Portal of State and Municipal Services.
According to the project, starting from July 1, 2026, foreigners wishing to enter the Russian Federation without a visa for work or study will be required to fill out and submit the appropriate application.
Representatives of the Ministry of Internal Affairs noted that the introduction of this obligation will contribute to the formation of a digital profile of the foreign citizen. This will further allow all services for migrants to be transitioned to a digital format—from planning entry into Russia to exiting the country.
RuID is a mobile application created for foreign citizens and stateless persons who plan to visit or are already in Russia. It allows users to submit an entry application, check for any restrictions, and create a digital profile for accessing government services in the country. The application is available for download on RuStore, Google Play, App Gallery, and App Store.
