According to the decree, the implementation of the project will be handled by the Ministry of Internal Affairs, the Ministry of Labor, and other relevant federal bodies. The exceptions are Moscow and the Moscow region.
The project includes several key stages:
- By May 15, 2026, draft federal laws necessary for the implementation of the experiment must be developed and submitted to the government;
- The Ministry of Internal Affairs of Russia is required to create a special information system for targeted recruitment of migrants by December 1, 2026;
- Also, by December 1, 2026, together with the Ministry of Digital Development, the Ministry of Internal Affairs must develop a mobile application that will simplify the process for migrants to participate in the experiment.
Rostrud and local authorities will be required to conduct consultation activities for employers hiring migrants by December 10, 2026 (and annually thereafter).
At the same time, the main focus will be on compliance with labor legislation and other regulatory acts.
After the completion of the experiment, by October 30, 2030, the Ministry of Internal Affairs and the Ministry of Labor of Russia, together with interested agencies, must prepare proposals for the integration of the experiment's results into the country's legislation on a permanent basis.
