According to the new project, it is proposed to allow personal assistants of children with disabilities up to 18 years old to use municipal public transport free of charge.
The city administration justified this initiative by stating that for full social integration, children with disabilities need to be accompanied by parents or legal guardians to various institutions—sports, creative, educational, and medical. At the same time, personal assistants are required to pay for their travel, which creates an additional financial burden on families and limits children's access to necessary services.
The introduction of free travel for assistants, in the opinion of the city administration, will significantly simplify the financial situation for these families.
As of August 15, 2025, there are 2,202 registered personal assistants in Bishkek, of which 1,442 have permanent registration in the capital.
Vice Mayor Ramiz Aliyev reported that the implementation of this initiative will require the allocation of subsidies, and funds for these needs have already been planned. The estimated annual funding will amount to 17 million soms.
