The Ministry of Justice has initiated changes to the Law "On Advocacy and Advocacy Activities" regarding the procedure for determining and approving membership fees.

According to current legislation, the amounts of the fees are established at the congress of lawyers, which is considered the supreme governing body of the Advocacy.

It is proposed to amend the law so that the powers to determine and approve membership fees are transferred to the Council of Lawyers. This council, elected by secret ballot at the congress of lawyers, consists of nine members and performs the functions of a collegial executive body.

The Deputy Minister of Justice Orozbek Sydykov emphasized that the current membership fee is 200 soms, which does not meet international standards for lawyers.

Some deputies expressed their disagreement with the proposed norm. Additionally, the chairperson of the Advocacy of the Chui Region, Aizana Niyazalieva, spoke at the meeting, noting that lawyers were not informed about this initiative, did not discuss it, and do not support it.

She added: "Starting from May 2025, the membership fee will increase to 500 soms. Currently, the council does not carry out active work; it only collects fees and extends certificates. Lawyers who do not pay the fee cannot extend their certificates."

Ultimately, the deputies proposed that the Ministry of Justice hold discussions on this issue with representatives of the Advocacy and make a balanced decision.
