Ministry of Internal Affairs: Homeowners' Associations Will Be Able to Conduct Preventive Measures Under the Noise Law

Work is underway to compile protocols on violations
In the new draft law discussed at the meeting of the parliamentary committee on law and order, Deputy Minister of Internal Affairs Oktay Urmambetov stated that homeowners' committees will be able to carry out preventive measures in accordance with the law on silence.
Today, the deputies reviewed amendments to the Code of Offenses of the Kyrgyz Republic, as well as to the laws "On the Basics of Preventing Offenses" and "On Silence".
As Urmambetov noted, it is planned to empower both law enforcement agencies and local self-government, as well as managers of apartment buildings, to ensure compliance with the legislation.
The Deputy Minister added: "Existing legislation already provides for the possibility of imposing fines on violators. Fines amount to 10,000 soms for individuals and 28,000 soms for legal entities. We have three types of equipment to measure noise levels. There have been 62 complaints about sounds from ventilation and 79 about musical instruments. As a result, 30 protocols have been compiled, and the total amount of fines has reached 604,000 soms."
After the discussion, the committee members unanimously supported the draft law in the first reading.
