Deputy Minister of Internal Affairs Oktobur Urmambetov responded that the responsibility for enforcing the noise law has been assigned to the Ministry of Health since its adoption. In response to numerous citizen appeals, it was also proposed to involve the Ministry of Internal Affairs and local self-government bodies in the monitoring process.
As Urmambetov noted, violations will be recorded in various ways. In cases where noise level measurements are necessary, specialists from the Ministry of Health, who have access to specialized devices, will be involved. Currently, the ministry has 16 certified devices for such measurements.
According to him, Ministry of Internal Affairs staff will respond to calls to document violations and compile reports. Additionally, local authorities, such as ayil okmotu, housing committees, and neighborhood committees, will be granted the right to initially record violations. They will be able to jointly draft acts with the applicants and conduct photo and video documentation, and then submit the collected data to the Ministry of Internal Affairs for further consideration.
Deputy Minister of Health Ryspek Sydygaliev explained that the Ministry of Health uses special sound level meters to measure noise levels. He noted that devices from the brands "Ekofizika," "Assistant," and "Octava" are used, which are annually tested by state standardization bodies and are designed for measuring both daytime and nighttime noise levels.
Furthermore, Sydygaliev mentioned that such a practice, where noise level monitoring is assigned to the health sector, also exists in other countries, such as Armenia, Belarus, Russia, and Ukraine.
