Deputy Minister of Internal Affairs Oktobyr Urmambetov reported that currently, the enforcement of the noise law is the responsibility of the Department of Disease Prevention and State Sanitary and Epidemiological Surveillance of the Ministry of Health, but its resources are limited. Moreover, most complaints are received at night, which creates additional difficulties.
In this regard, the Ministry of Internal Affairs proposes to transfer the functions of recording violations to the internal affairs bodies and local self-government. "Now, law enforcement agencies will be able to respond to calls, record offenses, and draw up reports. It is also planned to grant authority to the rural administration, housing committees, and neighborhood committees. In the event of a complaint from neighbors, they will be able to draw up a report of the violation, attaching photo and video files, which will then be sent to us for further consideration," the deputy minister explained.
