The deputy appealed to the Ministry of Finance with a request to resolve the situation regarding supplies for schools and kindergartens
At one of the meetings of the Jogorku Kenesh, Temirlan Aitiev raised the issue related to difficulties in procuring furniture, equipment, and other goods for educational institutions after these functions were transferred to the Ministry of Finance.
Since 2024, a State Procurement Center has been established under the Ministry of Finance, which was supposed to take on the responsibility for acquiring the necessary equipment and materials for schools and kindergartens. However, in reality, the center is not managing these responsibilities, and local self-government bodies — village governments and mayors — continue to address the arising issues.
Previously, village governments selected contractors and signed contracts themselves, which allowed for the prompt provision of necessary items to schools, such as desks, chairs, and educational materials. Now, however, the process has significantly dragged on: applications submitted at the beginning of the year are only fulfilled by the end of the year, leading to an 8–9 month wait for equipment.
The problem has been particularly exacerbated with the transition to a 12-year education system in 2025, when the demand for equipment increased.
Temirlan Aitiev noted that although contractors are now chosen by the center under the Ministry of Finance, the responsibility for financing and signing contracts still lies with the village governments, which creates confusion and an additional burden on local authorities.
In light of the above, the deputy urged the Ministry of Finance to pay attention to this issue and take the necessary measures so that educational institutions can receive all the required materials on time.
