Is a 12-year education necessary in Kyrgyzstan – comment by Sadyr Japarov

“In 10 years, the number of schoolchildren has increased by almost 500 thousand”


During the IV People's Kurultai, President Sadyr Japarov answered questions from delegates regarding the shortage of school places and the transition to a 12-year education system. He noted that the increase in the number of students is related to the country's demographic growth and internal migration.

At the Kurultai, delegates expressed concern about overcrowded classrooms, where 40-50 students are taught, and called for a solution to this problem. Is the implementation of a 12-year education system important in this context?

“No, the transition to a 12-year education is not the cause of the current situation with the shortage of places in schools. I have already raised this issue in previous interviews. The problem with the number of schools arose long before the introduction of the new education system,” the president emphasized.

In the past, about 140-150 thousand children were admitted to the 1st and 2nd grades. According to the electronic diary “E-Kündölük,” the expected number of students for the 2025-2026 academic year is as follows:

1st grade - 106,015 students,

2nd grade - 124,593 students.

Compared to 2015, the total number of schoolchildren increased from 1,043,356 to 1,536,633 in 2025, an increase of almost 500 thousand.

The growth in the number of students is due to both demographic changes and migration to urban areas, creating a need for the construction of new schools and kindergartens.

Currently, the authorities are actively working on addressing these issues. Since the beginning of 2025, the construction of 134 educational facilities has been completed from the republican budget, including 60 schools and 28 kindergartens, as well as major repairs of 41 schools and 5 kindergartens.

In addition, the construction of 29 facilities, including 16 schools and 13 kindergartens, has been financed from various sources, including local budgets and sponsorship funds. A total of 163 educational facilities have been completed, of which 117 are new constructions and 46 are major repairs.

In 2022, 15 new schools were built in Bishkek, and next year, the construction of 20 schools is planned in the capital, 10 in Osh, and 6 in Manas. Construction work will begin in February and be completed in September to meet the growing needs in these cities.

As part of this program, the construction of 216 schools and 107 kindergartens continues across the country, with plans to complete at least half of them by 2026.

Regarding the transition to a 12-year education, it is a necessity of the times. Firstly, it aligns with global standards; secondly, it is a requirement of the global education market. We cannot remain aloof from integrating our education system into the global educational space, especially when our neighbors have already gone through or are going through this process.

The first graduates of the 12-year system will be the students of 2029. Otherwise, our students, who do not meet international standards, will be forced to undergo additional training when applying abroad.

The transition to a 12-year education has become a necessity, as without access to the global educational space, we face challenges in preparing specialists who meet the requirements of the global labor market. It is critically important for Kyrgyzstan to develop human capital capable of competing in the global market.
