Since Kyrgyzstan gained independence, 40 kindergartens in the city of Osh have become private property. This was reported by Tynchtykbek Bektaştegin, head of the city education department.

As of 1991, there were 71 state kindergartens in Osh. However, by 2004, 40 of them had been transferred into private hands in various ways. "After gaining independence, in 1991, there were 71 kindergartens operating in Osh. By 2004, 40 of them had been privatized. Only in 2011–2012 were active measures taken to return them. During this time, it was possible to return 9 kindergartens to municipal ownership, including a kindergarten with 280 places on Kokum-Biy Street. Currently, 31 kindergartens have still not been returned," he noted.

According to the provided data, 16 of the remaining unrecovered kindergartens are now managed by various state institutions. These include an AIDS center, an oncology hospital, and several faculties of higher educational institutions. Additionally, about 15 buildings of former kindergartens are used for production and other needs.

Tynchtykbek Bektaştegin stated that the Osh city hall and city council continue their efforts to recover the kindergartens through the courts. After their return, the buildings undergo major repairs and are then handed over to the education department.

He also noted that since 2009, new kindergartens have started to open in Osh. As a result, today there are 70 state kindergartens operating in the city, as well as more than 80 private preschool institutions.
