
During the discussion of reforms in driver training, President Sadyr Zhapаров noted that during the Soviet period, training was conducted according to clear standards, and future drivers genuinely mastered the techniques and rules of the road.
In his opinion, the quality of training in modern private driving schools has significantly decreased.
The head of state pointed out that many of these schools effectively reduce training to the demonstration of posters and pictures, without providing practical lessons in vehicles.
“Previously, at DOSAAF, we trained for six months, every day. We were taught to distinguish car parts such as the starter, radiator, battery, driveshaft, and differential. Nowadays, many private schools simply seat young people and show them pictures,” he emphasized.
Sadyr Zhapаров also reported that the technical infrastructure created during the Soviet era was illegally privatized: “There were more than 70 DOSAAF. One general managed to appropriate them almost entirely. He sold more than 30 schools and rented out over 40, profiting from this.”
The president noted that the state has already begun the process of returning these properties to its ownership.
“We are returning all of this back to the state. If measures are not taken, people will continue to die on the roads. Therefore, we have taken control of the situation and will restore order,” he added.
Moreover, he noted that reforms in the "Unaa" system and driving schools will continue, as this concerns the safety of citizens and the reduction of road traffic accidents.
