Russia has attacked at least 19 countries in 100 years — Kaia Kallas

This statement was made at a security conference in Oslo.

At the international security conference in Oslo, held on February 2, 2026, the head of European diplomacy, Kaia Kallas, noted that over the past 100 years, Russia has committed military aggression against at least 19 countries, none of which initiated war first.

As reported by the international agency Reuters, Kallas emphasized that Moscow's aggressive actions are systemic and should be taken into account when developing a new security architecture in Europe. She added that a stable world is impossible without limiting Russia's military power, including its military spending, armed forces, and nuclear capabilities.

“If we look at the last hundred years, Russia has repeatedly attacked neighboring countries, and none of them attacked it first,” she stated, addressing the gathered diplomats and experts.

This speech took place against the backdrop of active discussions in Europe regarding the future of regional security and the consequences of the conflict in Ukraine.
