At the Munich Security Conference, Azerbaijani President Ilham Aliyev announced information about three attacks on his country's embassy in Kyiv, carried out by Russian forces.

In a comment regarding discussions with the Russian president about attacks on energy facilities in Ukraine owned by Azerbaijani companies, Aliyev emphasized that, in addition to this, there were attacks on the diplomatic mission.

“After the first attack, we could assume that it was an accident and provided the Russian side with the coordinates of all our diplomatic facilities — the embassy, the consular department, and cultural centers. However, the subsequent two attacks confirmed that this was a deliberate attack on our representation,” noted Aliyev.

In response to these statements, the Russian Foreign Ministry denied Aliyev's words, calling them “inaccurate.” The Russian agency reported that in November 2025, sincere regrets were expressed to the Azerbaijani ambassador in Moscow regarding the damage to the building and territory of the diplomatic mission in Kyiv, adding that the damage could have been caused by “incorrect operation” of the Ukrainian air defense system.

Russia rejects accusations of targeted attacks on diplomatic facilities.
