
During a panel discussion at the Munich Security Conference, Aliyev responded to a question about whether he had discussed with Vladimir Putin Russia's attacks on Ukraine that affected the energy infrastructure of Azerbaijani companies.
He claims that this issue has been raised repeatedly during meetings between high-ranking representatives of both countries, including the foreign ministries and the presidents' administrations. Aliyev pointed out that in addition to attacks on energy facilities, there were also three attacks on the Azerbaijani embassy in Ukraine.
“After the first attack, we could consider it an accidental incident and provided our Russian colleagues with all the necessary coordinates of our diplomatic missions, including the consular department and cultural centers. However, two more attacks followed, indicating the premeditated nature of these actions,” he noted.
Aliyev added that despite all diplomatic efforts, this action from the Russian side can be considered an unfriendly act against Azerbaijan.
In response to Aliyev's accusations, the Russian Foreign Ministry stated that his words about “deliberate missile strikes” on Azerbaijani facilities are not true. Russian diplomats clarified that in November 2025, they expressed regret to the Azerbaijani ambassador in Moscow regarding the damage caused to the embassy building, explaining it as “inadequate operation” of the Ukrainian air defense system.
The Russian Foreign Ministry also added that the Azerbaijani side was informed that Russian military forces were acting against legitimate military targets, taking into account the location of diplomatic missions.
Recall that in July 2025, Russian forces struck targets near the Azerbaijani embassy in Kyiv, resulting in casualties and injuries (although not at the diplomatic institution itself). Later, during the attack on Kyiv on the night of August 28, the embassy building was damaged by the shockwave. As a result, windows were shattered and cracks formed on the roof of the consular department. Additionally, on the night of November 14, the embassy building was again damaged due to falling debris during a Russian attack.
