Balbak Tulobaev previously served as a deputy of the Jogorku Kenesh of the VII convocation and throughout his career has worked in various government institutions and local authorities. In particular, he was the authorized representative of the government in the Issyk-Kul region and served as acting mayor of Bishkek.
It is important to note that the position of head of the parliament's apparatus is one of the key administrative positions in the Jogorku Kenesh and is appointed by the order of the speaker.
The press service of the parliament reported that they have no information regarding the possible appointment of Tulobaev to this position.
Additionally, it is worth mentioning that the current head of the Jogorku Kenesh apparatus, Kutman Tursunkulov, was appointed to his position on December 19, 2025.
