These changes are aimed at optimizing the process of procurement and delivery of medical goods.
The updated procedure includes clarifications regarding the interaction mechanism. In particular, the Mandatory Health Insurance Fund will now also participate in this process. This means that issues related to financing, payment, and contract performance control will be jointly addressed by the Ministry of Health, the Mandatory Health Insurance Fund, and the state enterprise "Kyrgyzpharmacia."
Additionally, "Kyrgyzpharmacia" is now required to:
- organize the return and replacement of medications and medical devices in case of defects or non-compliance with contract terms;
- take measures to reduce the risk of untimely or incomplete deliveries, including the use of warranty mechanisms and sanctions under contracts.
It is also established that "Kyrgyzpharmacia" has the right to receive timely and full payment under contracts, including advance payments, from the Ministry of Health, the Mandatory Health Insurance Fund, and healthcare institutions.
The amount of advance payments may reach 100 percent of the total contract value, depending on actual fund receipts from the republican budget and resources of the Social Fund.
The new resolution will come into effect in a week.
