One of the main changes is the expansion of criminal liability for torture. Now, not only public officials but also any individuals acting on behalf of the state can be subject to criminal prosecution. The law has also been amended to clarify what specifically falls under this category.
According to information from the General Prosecutor's Office, in 2025, 43 reports of torture were registered, but only one of them led to the initiation of a criminal case — in the Issyk-Kul region. All other reports were dismissed due to the lack of signs of a crime.
