
The decree was signed by President Sadyr Japarov
In an effort to create gender balance in state policy, President Sadyr Japarov approved a decree regarding changes to a number of existing decrees.
According to this document, the following initiatives will be implemented when forming personnel reserves for political and municipal positions:
– implementation of a quota system — no more than 70 percent of representatives of one gender in the personnel reserve
– promoting gender balance — granting priority rights to candidates from the underrepresented gender during the selection for the personnel reserve
– creating opportunities for professional growth and equal access for women leaders to management positions in state and municipal service, as well as eliminating barriers arising from traditional gender stereotypes.
According to the decree, by the end of 2027, the share of women among candidates included in the management personnel reserve should be at least 30 percent.
Additionally, in state and municipal bodies, the share of women in leadership positions should reach 20 percent, with plans to increase this figure to 30 percent by 2030.
This decree will come into effect ten days after its signing.
