On February 3, in Dubai, as part of the World Government Summit, a side event titled "Kyrgyzstan's Economic Growth Model 'Snow Leopard': Government Accelerators, Institutions, and Investments" was held. According to the press service of the Cabinet of Ministers of the Kyrgyz Republic, the event was attended by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev, UAE Minister of Energy and Infrastructure Suhail Mohammed Al-Mazrouei, as well as representatives of international organizations and the business community.
According to Kasymaliev, the "Snow Leopard" model is based on three key aspects: effective government accelerators, strong institutions, and investments. He noted that thanks to the implementation of the accelerator program, 17 reforms were carried out in 100 days, simplifying administrative procedures in areas such as construction, education, and healthcare, while also reducing bureaucratic processes.
As part of the debureaucratization efforts, seven presidential decrees, 19 laws, and 22 Cabinet decisions were adopted.During his speech, Kasymaliev emphasized that over the past four years, Kyrgyzstan's economy has shown an average annual growth of 9-10%.
At the summit, Kasymaliev, on behalf of President Sadyr Japarov, presented the "Dostuk" order to the UAE Minister of Cabinet Affairs, Chairman of the World Government Mohammed Abdullah Al-Gergawi for his contribution to the development of Kyrgyz-Emirati relations and support for the government accelerator program.
As part of the side event, a panel discussion took place, involving members of the Kyrgyz delegation and representatives of the UAE Cabinet. The priorities for the country's development, achievements in debureaucratization, and approaches to transforming public administration were discussed.
Participants of the event noted that the ongoing reforms contribute to increasing the investment attractiveness of Kyrgyzstan and creating conditions for the implementation of industrial and innovative projects.
Moreover, the presented experience attracted the interest of international delegations and experts who expressed a desire to study the Kyrgyz model of reforms in greater depth.
