Head of the Cabinet: The Crucial Stage of Debureaucratization Moves to the Regional Level

The meeting dedicated to the debureaucratization of the state governance system was held under the leadership of Adylbek Kasymaliev. The press service of the Cabinet of Ministers reported on its outcomes.

Kasymaliev highlighted key areas of work aimed at simplifying bureaucratic processes, emphasizing the need to provide citizens with quality and accessible services, as well as improving conditions for doing business.

“Significant work has been done in this direction in 2025. The debureaucratization process is divided into several stages. The first stage covers central government bodies, where various procedures for citizens and entrepreneurs have been simplified, inter-agency electronic interaction has been expanded, and duplicative functions of government agencies have been eliminated. The second stage will now focus on the regions, where we are launching a reform aimed at increasing the efficiency of local governance, reducing bureaucracy, and creating more favorable conditions for business. If excessive requirements and delays in decision-making persist at the district or city level, then reforms at the central level will not yield the expected results,” he noted.

The head of the Cabinet of Ministers emphasized that a key point of debureaucratization is the transition to work at the regional level. Each akim and local leader is now personally responsible for the quality of their functions. Local authorities also face tasks to eliminate duplicative functions, reduce decision-making times, and promptly address issues on the ground.

Kasymaliev added that digitalization plays an important role in the debureaucratization process, stressing the need for active implementation of digital technologies at both the central and regional levels.

Following the meeting, instructions were given to the heads of state and local government bodies.

In the future, the implementation of reforms will be carried out with the support of the National Institute of Strategic Initiatives and the Ministry of Justice, which will work with local authorities.
