"Snow Leopard": Kyrgyzstan Shares Economic Growth Experience at Summit in the UAE

- On February 3, 2026, in Dubai, as part of the World Government Summit, a side event dedicated to the economic development of Kyrgyzstan was held, titled "Snow Leopard: Government Accelerators, Institutions, and Investments." The press service of the Cabinet of Ministers reported on this event.

A short video reflecting Kyrgyzstan's experience in applying the Emirati program "Government Accelerators" was showcased at the event.

Among the participants of the side event were the head of the Cabinet of Ministers Adylbek Kasymaliev, the Minister of Energy and Infrastructure of the UAE Suhail Mohammed Al-Mazroui, as well as representatives of Emirati and international business structures.

In his welcoming speech, Kasymaliev thanked the leadership of the UAE and its people for their warm reception.

"It is a great honor for me to convey heartfelt greetings from the President of the Kyrgyz Republic Sadyr Japarov to the President of the UAE Sheikh Mohammed bin Zayed Al Nahyan and to the Vice President, Prime Minister of the UAE, Ruler of Dubai Sheikh Mohammed bin Rashid Al Maktoum. Participation in the World Government Summit, which unites governments and business leaders from around the world, is an important event for us. For the first time, we are presenting at such a level the model of economic growth of Kyrgyzstan, known as the 'Snow Leopard,'" he noted.

He added that the model of economic growth is based on three key areas: government accelerators, strong institutions, and investments. According to him, the Government Accelerators program has brought innovations to the management of public affairs.

"With the help of the accelerators program, the government of Kyrgyzstan is implementing 100-day reforms aimed at addressing pressing issues. During the program's implementation, we have introduced 17 reforms, streamlining processes in areas such as construction, preschool education, healthcare, and transportation. We have eliminated excessive bureaucratic procedures and expedited the decision-making process. It is important to note that the population has positively perceived the results of these reforms," added Kasymaliev.

He also emphasized that measures to enhance efficiency and reduce bureaucracy in the civil service were initiated by presidential decree, requiring a systematic review of the functions of all government bodies.

As part of the debureaucratization efforts, 7 presidential decrees, 19 laws, and 22 Cabinet decisions were adopted.

Accelerators and debureaucratization, along with effective economic measures, have become important factors in the successful socio-economic development of the country.

"Over the past four years, the average annual economic growth rate of Kyrgyzstan has been 9-10%. As shown by the International Monetary Fund, in 2025, Kyrgyzstan ranked third in the world in terms of real GDP growth rates. The state budget has increased threefold, and GDP has grown by more than 2.5 times. Thus, we have proven that even with limited resources and in the context of global changes, the state can demonstrate dynamic development. This requires competent management, strengthening institutions, and speed in decision-making. Kyrgyzstan's path confirms that even vulnerable countries can successfully cope with challenges if they focus on international cooperation and innovative governance. I am confident that the 'Snow Leopard' model can be useful for many countries with developing economies," he concluded.

In closing his speech, Kasymaliev expressed gratitude to the Emirati side for their support in implementing the Government Accelerators program.

On the sidelines of the summit, he presented, on behalf of the President of the Kyrgyz Republic Sadyr Japarov, a state award - the Order of "Dostuk" - to the Minister of Cabinet Affairs of the UAE Mohammed Abdullah Al-Gergawi for his significant contribution to strengthening friendship and cooperation between Kyrgyzstan and the UAE and the successful implementation of the "Government Accelerators" program in Kyrgyzstan.

The side event also featured a panel discussion involving representatives from Kyrgyzstan and the office of the Prime Minister of the UAE.

Deputy Chairman of the Cabinet of Ministers Edil Baysalov discussed the priority areas for the development of Kyrgyzstan in the near future.

Deputy of the Cabinet of Ministers, Minister of Justice Ayaz Bayetov presented information on the measures being taken to debureaucratize the state system.

The discussions highlighted that the model of public administration transformation in Kyrgyzstan, based on the principles of honest governance and effective administration, is now considered one of the most successful in international practice.

Members of the Kyrgyz delegation shared practical results of the reforms, presenting the "Snow Leopard economy" - a new development model focused on strong institutions and effectiveness. This experience generated significant interest among government delegations, international experts, and public administration specialists. Participants actively asked questions about deregulation and debureaucratization mechanisms, noting their connection to high economic growth rates and increased trust in the government.

It was specifically noted that the reforms undertaken significantly enhance the investment attractiveness of Kyrgyzstan, creating conditions for the establishment of industrial enterprises and the implementation of innovative projects by international corporations. As a result of the session, there was expressed interest in further studying the Kyrgyz experience as an example of successful public administration reform in contemporary conditions.
