Sadyr Japarov: A Investigative Committee will be established in Kyrgyzstan


The President of the Kyrgyz Republic, Sadyr Japarov, announced the establishment of a new Investigative Committee as part of the reform of the law enforcement system. He emphasized that this step is necessary to eliminate pressure on the investigation process. In an interview with the IA "Kabar," he noted that currently, investigators and operatives in the State Committee for National Security (SCNS) and the Ministry of Internal Affairs (MIA) are subordinate to one minister:

“For example, an operative can present case materials that are not true and try to 'frame' a person. The investigator, upon receiving the case, understands that it will not hold up in court and refuses to accept it. However, the minister can call and order the investigator: 'Accept it and initiate a criminal case!'. And the investigator finds himself in a hopeless situation, forced to comply,” the president explained.

According to Japarov, the new Investigative Committee will be directly subordinate to the president, which will allow it to avoid accepting "raw" or fabricated cases coming from operatives or ministers.

“Thus, we will be able to ensure the protection of human rights, if not 100%, then at least 95%. This will contribute to the safety of future generations,” he added.
