A Investigative Committee Will Be Established in Kyrgyzstan

In an interview with the news agency "Kabar," the President of Kyrgyzstan, Sadyr Japarov, spoke about the creation of a new Investigative Committee, which will take over the main functions of investigation.

He noted that as part of the reform of law enforcement agencies, the General and Military Prosecutor's Offices will oversee the legality of the actions of all bodies.

According to Japarov, the establishment of a separate investigative body is due to existing problems in the current system.

The President emphasized that under the current conditions, investigators and operatives in the State National Security Committee (GKNB) and the Ministry of Internal Affairs (MVD) report to one minister. "An operative can bring materials of a case that are unjust and, for example, frame a person," he explained.

According to the President, an investigator, seeing that a case has no chance in court, cannot refuse to accept it due to pressure from above.

"When a case is handed over to an investigator, he understands that it will not pass in court and refuses to accept it. However, the minister can call and order: 'Accept it and initiate a criminal case!' And the investigator is forced to comply," he added.

Japarov noted that there is a risk of injustice in the current system.

"Today, we cannot deny that cases of injustice occur," he stated.

The newly created Investigative Committee will report directly to the president and will not accept "raw" or falsified cases.

"It will not accept such cases brought by operatives or ministers. Criminal cases will not be initiated," the head of state declared.

The President highlighted that this will create protection for citizens' rights.

"People who face injustice will not end up behind bars - they will be released. This will ensure the observance of human rights at the level of 95%, which in turn will ensure the safety of future generations," he said.

Speaking about crimes in the economic sphere, he added that those guilty will be punished, while those who were unjustly accused will be released.

Japarov emphasized: "If you really committed a crime - you will be punished; if you were slandered - you will be freed. The presence of two independent bodies will allow for correct and objective decisions."

The President reported that the reform involves preparing buildings and technical infrastructure, issuing a decree, and submitting bills to the Jogorku Kenesh.

He added: "This is work for the future. We will prepare the infrastructure, issue a decree, and submit the necessary bills to the Jogorku Kenesh, and then we will begin organizational work."

At the same time, the practical implementation of the reform is planned for a later date.

Sadyr Japarov concluded that "this year, the SCO summit and the Games of Nomads will take place, so we will start implementing the reform next year."
