Sadyr Japarov: An Investigative Committee will be created, and the GKNB is awaiting major reform

The president announced that the preparation of the reform has been ongoing for a long time.


In an interview with the news agency "Kabar," President Sadyr Japarov revealed plans for significant changes in the country's law enforcement agencies.

— Hello, Sadyr Nurgozhoevich. Today we would like to discuss the role of the GKNB as a state institution.
Previously, both former leaders and the public noted that during the USSR, no one knew who worked in the KGB. Recently, the service has been criticized: GKNB employees, according to rumors, show their IDs in inappropriate situations, which undermines their reputation. Are you aware of such opinions in society?

— Yes, I have heard about this. I have repeatedly told my friend: "Raise the authority of the GKNB. It should be the same as that of the KGB of the USSR. Otherwise, situations arise where people impersonating GKNB employees show IDs even to dubious individuals. We need to eliminate such criticism." I have raised this issue more than once.

— It has been observed that some GKNB employees are detained on suspicion of committing crimes. Could this be related to their excessive power? The special service has intervened in various areas—from construction control to meat prices and combating the provision of intimate services.

— On the same day that the video about the "fight against individuals providing intimate services" was released, I said: "Pass this to the Ministry of Internal Affairs; this is their job. Do not lower the level of the GKNB."

As for corruption cases, investigative actions are currently underway, but I cannot provide details.

— You recently removed the Border Service and the Security Service from the structure of the GKNB. What are the main directions of the upcoming reform? Will the agency retain its function of combating economic crimes and corruption, or will they be transferred to another body?

— We are expecting a comprehensive reform of the law enforcement agencies. I had planned to start it earlier, but it was postponed for various reasons.

Now, I hope we can begin it soon.

The GKNB will focus on its core responsibilities: intelligence, counterintelligence, protection of the constitutional order, and combating terrorism, extremism, organized crime, and drug trafficking.

Investigative powers in these areas will remain with them; they will not interfere in the economy. No one should know what the GKNB is doing and who its employees are.

After the reform, it will be a real special service, similar to the KGB.

The Ministry of Internal Affairs will operate within its functions, retaining investigative powers.

Of course, a list will be compiled, and powers will be defined for each body.

A new Investigative Committee is planned to be created, to which all investigative functions will be transferred. The General and Military Prosecutor's Offices will oversee the legality of the work.

If you ask why an Investigative Committee is being created, I will answer: we must think about the future and the sustainability of the system.

What is the situation today?

Both the GKNB and the Ministry of Internal Affairs have operational investigative activities and investigators, and they all report to one minister.

For example, an operative may lead a case that later turns out to be unjust, and when the materials are handed over to the investigator, he may refuse to accept the case. In such a case, the minister may instruct the investigator: "Accept and initiate the case."

The investigator finds himself in a dilemma and is obliged to initiate the case.

Therefore, it cannot be claimed that facts of injustice are absent.

The Investigative Committee will report directly to the president, which will allow it not to accept unprocessed materials from operatives or ministers and not to initiate cases.

Thus, citizens who have become victims of injustice will be released immediately, rather than detained. This will ensure the protection of human rights at a level of at least ninety-five percent. The safety of future generations will be guaranteed.

As for economic crimes, there will be a similar scheme: if a crime has indeed been committed, an arrest will follow; if it is slander, the person will be released. Two independent bodies will be able to make more balanced decisions.

These changes will be implemented in the future. We will prepare the necessary buildings and technical base. A decree will be issued, draft laws will be submitted to the Jogorku Kenesh, and they will undergo discussion and adoption, after which organizational work will begin.

This year, the country is hosting the SCO summit and the World Nomad Games, so we will start implementing the reform next year.
