The president also emphasized that the General and Military Prosecutor's Offices will oversee the legality of the actions of all state bodies. "If there is a question about the need to create an Investigative Committee, we must think about the future and the stability of the state," he added.
Sadyr Japarov pointed out existing problems in the system where operational staff and investigators are under the authority of one minister. "Imagine a situation: an operative conducts a case with bias, framing a person for arrest. The investigator may refuse to accept such a case, citing its obvious weakness. However, the minister can intervene and demand the initiation of a criminal case, leaving the investigator with no choice. Unfortunately, such cases of injustice occur," the president explained.
According to Japarov, the Investigative Committee will have the ability to dismiss unfounded cases coming from operatives or ministers. "This will help avoid illegal detentions and ensure the protection of citizens' rights. We aim for human rights compliance to be at least 95 percent, which will create safety for future generations," he added.
Regarding economic crimes, the president noted that the approach will be similar: if a person is truly guilty, they will be arrested; otherwise, they will be released. The creation of two independent bodies will allow for more substantiated decisions. These initiatives are in the planning stage, and appropriate buildings and technical infrastructure will be prepared for their implementation. After the necessary bills are adopted in the Jogorku Kenesh, organizational work will begin," the president summarized.
The implementation of the reform is planned for next year, after the SCO summit and the Nomad Games.
