In Kyrgyzstan, they want to ban the import and re-registration of cars without catalytic converters.

In Kyrgyzstan, work is underway on a draft law that will prohibit the import of cars not equipped with catalytic converters. Deputy Adilet Belekov presented this initiative at a meeting of the parliamentary committee dealing with law enforcement, crime prevention, and corruption.

As Belekov noted, catalytic converters are necessary for filtering harmful emissions, and unfortunately, there have been increasing cases in the country of them being removed from cars for subsequent resale.

“The absence of a catalytic converter is not only a violation of environmental standards but also a serious threat to the health of citizens. The main goal of our draft law is to prohibit the import of cars without these devices, as well as to restrict the re-registration of such vehicles,” the deputy added.

According to Belekov, the cost of installing new catalytic converters brought from Russia ranges from 5,000 to 15,000 soms, including labor.

The deputy noted that if the law is passed, ordinary car owners driving vehicles without catalytic converters will not face fines. The main focus is to ensure that owners are incentivized to have catalytic converters when importing and selling cars.

During the discussion of the initiative, it became clear that the developers do not have accurate data on the number of cars imported into the country without catalytic converters and the share of such vehicles currently in operation in Kyrgyzstan. Adilet Belekov was unable to answer his colleagues' questions on this matter.

As of December 31, 2025, there are 1,909,961 registered vehicles in Kyrgyzstan. Currently, re-registration of vehicles does not require a laboratory conclusion on their technical condition, including the presence of catalytic converters.
