In Bishkek and Osh, there are 150 unfinished construction projects

According to information provided in 2024, there are 150 construction sites in a state of long-term construction registered in the capital and Osh. This was stated by Deputy Minister of Construction Bakai Turdugulov at a joint meeting of parliamentary groups.

Speaking at the meeting, Deputy Rahat Junushbaeva drew attention to the problem of long-term construction across the country, pointing out cases where construction companies have been unable to complete projects for 5-8 years.

She emphasized that no measures are being taken against the leaders of these companies and questioned whether there is a unified approach to all construction organizations.

As Turdugulov noted, there are three categories of long-term construction in the country: the first includes houses where people already live but have not received occupancy permits; the second consists of unfinished buildings; and the third involves cases where companies have only begun construction by digging foundations or erecting a few blocks.

“We analyze each situation and issue occupancy permits where possible. The problem of long-term construction is exacerbated by the fact that some leaders of construction companies have gone abroad or have criminal cases opened against them, leading to legal disputes,” he added.

In some cases, investors are willing to complete the construction of their homes if the land Red Books are transferred to them. In particular, one landowner has agreed to transfer his land to the investors.

Turdugulov also mentioned that one construction company, without naming it, collected money from citizens two years ago but is now unable to finish the construction. The Ministry of Construction has taken on the obligations to complete these projects,” he concluded.
