

During the investigation, it was revealed that some construction companies provided false information about the availability of parking spaces in their project documentation. Based on this inaccurate information, the projects received approval; however, in practice, residential complexes were built without the necessary parking lots. In some cases, commercial premises appeared instead of the required infrastructure.
Special services discovered that employees of the architectural department coordinated their actions in advance with construction companies, systematically violating urban planning regulations. This led to increased transportation problems in the city, delays in construction timelines, and growing dissatisfaction among investors who expected to receive apartments with full infrastructure.


As part of the criminal proceedings, the first deputy chief architect of the city and one of the architects were detained, and they are currently in a temporary detention facility. Investigative actions are ongoing, and law enforcement agencies are working to establish all the circumstances of the case and possible participants in the scheme.
