In Karakol, a suspect in a fraud case related to food orders made on behalf of government institutions was detained.

According to the press service of the Internal Affairs Department of the Issyk-Kul region, on December 22, 2025, the owner of an establishment, E.S., reported to the local police station. He stated that he received a call from a stranger who ordered 6 portions of manti to be delivered to the mayor's office of Karakol.

When the order was ready, the "client" called again and, showing cunning, said: "Our internet is not working, only cash. Transfer 23,000 soms to my bank card, and I will return the money in cash upon delivery." After the transfer of funds, the fraudster turned off his phone and disappeared. This information was registered in the electronic journal of the Karakol police, and a preliminary investigation began.

A similar incident occurred on January 29, 2026, when a resident of Karakol, O.E., born in 1994, reported to the police that he received a call from a stranger who ordered food and, under the pretext of repair work, asked to transfer 7,250 soms, promising to return the money upon delivery. After the transfer, the perpetrator stopped communicating.

Based on these reports, facts were registered with the Karakol police, and criminal cases were initiated under Article 209 ("Fraud") of the Criminal Code.

During operational-search activities, officers of the criminal investigation department identified the suspect — a previously convicted resident of the village of Domor, T.H., born in 1993, a native of the Suzak district of the Jalal-Abad region.

On February 16, 2026, he was detained in Bishkek.

During the preliminary interrogation, the suspect admitted his guilt. The Karakol City Court chose a preventive measure in the form of detention for one month. Currently, additional investigative actions are underway to establish his involvement in other similar crimes.
