The first incident was recorded in December 2025, when the owner of one of the canteens in Karakol received a call from a stranger who ordered six portions of manti to be delivered to the mayor's office. While waiting for the order, the fraudster called again, pretending to be the victim due to a lack of internet, and asked to transfer 23,000 soms to his card, promising to return the money in cash upon delivery of the food. After the money was transferred, contact with him was lost.
The next case occurred in January 2026, when the fraudster, using the same tactic, asked the café owner to transfer him 7,250 soms, citing the need for repairs and also promising to repay the debt upon meeting.
Criminal investigation officers of the Karakol police department, during operational-search activities, identified the suspect. He turned out to be a 33-year-old resident of the Suzak district of the Jalal-Abad region, who had previous convictions. On February 16, he was detained in Bishkek and brought to Karakol.
A criminal case has been initiated against the detainee under Article 209 (fraud) of the Criminal Code of the Kyrgyz Republic. The suspect admitted his guilt, and the court decided to detain him for one month.
