The city court overturned the sentence of former Tokmok mayor Maksat Nusuvaliev and placed him under house arrest.

On March 10, the Bishkek City Court overturned the sentence handed down to the former mayor of Tokmok, Maksat Nusuvaliyev, as well as his subordinates and the director of the contracting company.

According to information from the press service of the city court provided to the editorial office of "AKIpress Summary" on March 11, the case will now be reconsidered in the first instance. All defendants have been released and placed under house arrest.

Previously, the Oktyabrsky District Court of the capital found Nusuvaliyev guilty under Article 336, Part 2 ("Corruption") of the Criminal Code of the Kyrgyz Republic, sentencing him to 13 years in prison with confiscation of property. Additionally, the head of the municipal property management of the Tokmok mayor's office, T.u.A., the head of the state procurement department, I.G.Z., and the director of the company "Al-Kadyr-Santekhservis," K.T.E., were sentenced to 12 years in prison with a similar penalty, while the technical supervision specialist, A.A.Dz., received 11 years with property confiscation.

President Sadyr Japarov signed a law on December 31, 2024, tightening penalties for corruption offenses, which became the basis for the conviction of Tokmok officials under the new amendments.

The investigation claimed that the LLC "Al-Kadyr-Santekhservis" won the tender for the renovation of a sports school and the construction of a new park in Tokmok. The total contract amount exceeded 61 million soms.

Work began in early 2024; however, it has not yet been completed, which has caused dissatisfaction among the residents of Tokmok. On June 23, they appealed to President Sadyr Japarov and the head of the State Committee for National Security, Kamchybek Tashiev, expressing their dissatisfaction with the prolonged and poor-quality work.

On June 24, Tashiev visited Tokmok for a meeting, where he criticized local authorities and demanded that his subordinates conduct an inspection. It was established that 16 million 400 thousand soms were allocated for the major repairs, and 44 million 283 thousand soms for the park's improvement.

According to intelligence data, the inspection revealed violations of legislation on state procurement, inflation of the volumes of completed work, and submission of fictitious reports. These offenses were committed as a result of collusion between Mayor Nusuvaliyev, the director of the contracting company K.T.E., the head of the management T.u.A., and the technical supervision specialist A.A.E.
