The Storozhev family from Issyk-Kul asks the president to protect them from lawlessness


Andrey Storozhev, a resident of Cholpon-Ata, has made an urgent appeal to the President of Kyrgyzstan, Sadyr Japarov, and the Chairman of the State Committee for National Security, Kamchybek Tashiev. He demands protection for his family, including small children, from what he describes as blatant lawlessness involving fraud, indifference from law enforcement agencies, and strange court decisions.

In 2017, in front of her elderly mother, her younger daughter was brutally murdered, which was a great loss for the family. This tragic event caused the woman to have memory problems, and she began to wander, not recognizing her loved ones. Neighbors became concerned and started informing relatives about the grandmother's condition, which led to an official diagnosis of dementia due to Alzheimer's disease.

During this difficult time, "caring" neighbors appeared next to the grandmother. At first, they offered help in picking apples from her garden, citing the need to arrange documents in the state registry. However, soon, in 2021, they entered into a lifelong maintenance agreement with the grandmother, as a result of which they began to manage her apartment in Cholpon-Ata. According to Andrey, no payments were made under this agreement.

The neighbors began to act as if the property belonged to them: they moved furniture from another house and also tried to evict a tenant, claiming to be the owners. When the situation escalated to criminal actions, the neighbors returned the apartment but immediately filed a lawsuit against the grandmother for the recovery of 150,000 soms, winning the case without notarized documents.

The next step was a lawsuit for the eviction of Andrey's family from their summer house in "Optimist," which had also been transferred to the neighbors. According to Andrey, all his appeals to law enforcement ended with the same response: "there is no crime."

Subsequent examinations confirmed that the grandmother's dementia began to develop back in 2015-2017, while the transactions were made in 2021 when she could not comprehend her actions.

Initially, the district court ruled in favor of the family, but the regional court overturned it, and the Supreme Court sent the case for reconsideration. As a result, the family has been in a state of uncertainty for five years.

Andrey Storozhev emphasizes: "In court, we are directly told that at the time of the transactions, there was no psychiatric conclusion. So, were we supposed to know in advance that the grandmother was being deceived?"

Recently, the family received a notification from the Supreme Court about a hearing scheduled before the 26th of this month, but without the participation of the parties. This raises concerns about a possible loss.

Andrey is convinced that behind this situation lies a scheme of unscrupulous realtors, and he does not rule out that influential individuals are helping them. He simply wants to achieve justice and protection for both himself and the elderly woman who has become a victim of fraud.

Andrey Storozhev appeals to the President of Kyrgyzstan, Sadyr Japarov, and the head of the State Committee for National Security, Kamchybek Tashiev, to take control of this case. If even the presence of dementia and obvious discrepancies in the documents do not protect a person, it could threaten each of us.
