At the meeting of the Jogorku Kenesh, Attorney General Maksat Asanaliev noted that the investigative activities conducted by the General Prosecutor's Office should encompass crimes against individuals.

Deputy Talaybek Masabirov pointed out that currently only the military prosecutor is conducting investigations, and they are limited to the framework of military jurisdiction. He asked the question: “According to Article 105 of the Constitution, the entire prosecutor's office is obligated to investigate criminal offenses. Do you not consider it advisable to expand the powers of the prosecutor's office to investigate all criminal cases?”

In response, the Attorney General emphasized that Article 105 of the Constitution clearly defines the powers of the prosecutor's office, including criminal prosecution, which is related to the investigation process. “At present, we do not have the authority to conduct investigations, except for those related to crimes against military personnel,” he added.

Asanaliev also noted that since the establishment of the prosecutor's office, starting from the Soviet Union, the functions of investigation have been exclusively assigned to them. “Especially during the Soviet era, all cases related to crimes against individuals were handled solely by the prosecutor's office,” he said.

He emphasized that this is not about investigating economic, official, or corruption crimes, but about serious crimes such as murder, rape, and crimes against children, which must be investigated by the prosecutor's office,” he concluded.
