The court sentenced a customs major to prison for bribery. He was detained by the GKNB.

The Osh City Court has sentenced an employee of the State Customs Service to 8 months of imprisonment for bribery. This decision was announced on November 21, 2025.

According to the press service of the GKNB, on August 26, 2025, as a result of joint actions with the Customs Service, Major K.G.B., who worked as a senior inspector at the "Batken" customs, was detained. He became a defendant in a criminal case related to the transfer of a bribe amounting to 1000 dollars.

It is reported that K.G.B. offered a bribe to an employee of the Department of Internal Security and Anti-Corruption of the GTS KR to obtain a favorable decision regarding a service investigation being conducted against him.

The investigative actions conducted in this case led to the accusation of the major under Article 345, Part 1 ("Bribery"). He was detained and placed in the temporary detention facility of the GKNB.

According to the investigation, Kamil [name changed from K.G.B.] committed an offense while serving as a senior inspector at the "Batken" customs, violating the interests of the state service.

During the investigation, it was established that on August 5, 2025, around 02:00, A.K., an employee of the Southern Regional Department of the Internal Security and Anti-Corruption Management, was conducting an inspection of the mobile customs group in the Batken region based on operational information. During the inspection, he discovered Kamil's absence from his workplace without explanation, which led to the preparation of a report.

In this regard, a service investigation was initiated. On August 25, 2025, A.K. summoned Kamil to the administrative building of the Department. During the investigation regarding his absence from work, Kamil, seeking to resolve the situation in his favor, offered a colleague a bribe of 1000 dollars.

On the same day, as indicated in the case materials, around 18:10, realizing the illegality of his actions, Kamil handed A.K. the sum of 1000 dollars in the office to achieve a favorable decision regarding the service investigation. He was detained at the scene of the crime.

Based on the official exchange rate of the National Bank on August 25, 2025, 1 dollar equaled 87.4274 soms, therefore, the amount of 1000 dollars amounted to 87,427 soms and 4 tyiyns.

During the court hearing, Kamil did not admit his guilt, claiming that on August 6, 2025, while on duty in the mobile group, he went out to monitor transit cargo to Uzbek enclaves to prevent them from entering Kyrgyzstan.

He stated that he returned to his workplace around 05:30–06:00 and informed A.K. about his trip, but was not notified of the inspection report that was prepared in his absence. Kamil also said that he did not file complaints against A.K., who, according to him, offered him a bribe when he learned that he had only 6 months left until retirement.

The next day, on August 15, 2025, Kamil received a message about being summoned to the department on August 20. On August 25, when he arrived at the department, he was unable to contact A.K. and was ultimately detained with the money.

Kamil claimed that earlier, on July 23, 2024, he had already given money to A.K. for a positive result of the inspection, but at that time he also did not report it to law enforcement.

At the court hearing, witness A.K. confirmed that Kamil was indeed absent from his workplace on August 5, 2025. He explained that upon receiving similar information, he managed to reach the location, but this time Kamil was not at his post.

According to the testimony of another witness, a senior inspector at the "Batken" customs, Kamil handed over his duty, and as a result of the inspection, his absence was established. The witness also noted that recording in the logbook is mandatory for all employees, and Kamil did not leave any explanations.

As a result, the Osh City Court found Kamil guilty of bribery under Article 345, Part 1 of the Criminal Code and sentenced him to 8 months of imprisonment in a general regime correctional facility, starting from August 25, 2025.

The court also decided that the time Kamil spent in custody would be counted towards his sentence at a rate of one day in custody for every two days of imprisonment. The measure of restraint remained the same — detention.

Additionally, the court ordered the lifting of the seizure of Kamil's property, which had been imposed earlier by the decision of the Osh City Court on September 4, 2025.

The parties have the right to appeal this verdict in the appellate procedure to the Osh Regional Court within 30 days.
