It became known that a woman named Sh. A., born in 1994, approached the internal affairs department of the Moscow district. She reported that between December 27 and 29, 2025, unidentified individuals, having gained her trust under the pretext of increasing the amount in her account via the Telegram messenger, stole 152,000 soms, causing her significant financial damage.
Based on this incident, a criminal case was initiated under Article 209-1 of the Criminal Code of the Kyrgyz Republic, concerning the intentional transfer or sale of electronic payment means, virtual assets, and SIM cards to third parties.
During operational activities, law enforcement agencies identified the arrested individual — a 2003-born citizen, Ch. B., who had previously obtained an "Optima" bank card and subsequently sold its details via Telegram. This card was used by the criminals to steal funds from the victim. The arrested individual also provided access to his internet banking to third parties, which is a criminal offense, the report notes.
According to Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, citizen Ch. B. was arrested and placed in a temporary detention facility. The investigation is ongoing. The Internal Affairs Directorate of the Chuy region reminds that the transfer of SIM cards, bank cards, and other electronic access means to third parties is a criminally punishable act.
