According to the information provided by the agency, the victim M. K. became a victim of torture by several employees of the Internal Affairs Department. T. K. A. is accused of using his official position and threatening physical harm to offer M. K. more comfortable conditions of detention in the isolator for money. When M. K. refused to comply with his demands, according to the investigation, he and other employees of the Internal Affairs Department inflicted bodily harm on him. It should be noted that after the disclosure of this incident, T. K. A. resigned from the law enforcement agencies of his own accord, but was detained and placed in the temporary detention facility of the City Department of Internal Affairs of Karakol.
