According to the investigation, he was instructed by his curator from ISIS to select a settlement in Russia for reconnaissance of a target, as well as to rent a premises for the covert manufacture and storage of improvised explosive devices (IEDs).
On September 23, 2023, he arrived in Russia from Uzbekistan and chose the city of Stavropol, after which he took photographs and videos of several sites, which he sent to ISIS.
He was later informed of the designated location for carrying out the terrorist act — the building of the government of the Stavropol Territory.
In December 2023, the man purchased components for creating an explosive device and hid them in a stash. On December 18, he was detained by law enforcement officers.
The court, taking into account the severity of his criminal actions, issued the maximum strict sentence.
Previously, another citizen of Uzbekistan was sentenced to life imprisonment by a Moscow court for a terrorist act directed against General Kirillov.
