- The head of the Office of the President of Ukraine, Kyrylo Budanov, reported that new trilateral negotiations may take place on February 26-27, although Russia and the USA have not yet confirmed these dates.
- Slovakia has suspended electricity supplies to Ukraine. Earlier, Hungary and Slovakia threatened to cut off supplies if Kyiv did not resume operation of the Druzhba oil pipeline, from which these countries receive oil from Russia.
- The European Union was unable to agree on the 20th sanctions package against Russia by the fourth anniversary of the war due to Hungary's objections regarding the cessation of oil pumping through the Druzhba pipeline.
- On the night of February 24, Russian forces attacked Zaporizhzhia using drones, leading to a fire in the city, reported the head of the Zaporizhzhia regional administration, Ivan Fedorov. As a result of the attack, three people, including a child, were injured, and the shockwave damaged an apartment building.
- In Mykolaiv, an explosion occurred at an abandoned gas station, injuring seven police officers, two of whom are in serious condition.
- On Monday evening, around 20:30, an explosion occurred at the Amur-NizhDniprovskiy police department in Dnipro; preliminary reports indicate that there were no casualties, according to the National Police of Ukraine.
- As a result of more than 40 attacks by Russian troops on the Dnipropetrovsk region on Monday, one woman was killed, and another was injured, local authorities reported.
- In the Bryansk region of Russia, one person was killed as a result of a drone attack, reported Governor Alexander Bogomaz.
- In Shebekino, Belgorod region, four people were injured as a result of a drone attack by the Ukrainian Armed Forces on a vehicle, reported Governor Vyacheslav Gladkov.
- The Council of the European Union expanded sanctions against Russia, adding another eight Russians to the blacklist for serious human rights violations and suppression of democratic processes in the country, as announced on February 23.
- Polish counterintelligence detained a Belarusian citizen suspected of spying on military facilities; he has also been charged with illegal surveillance in Germany and Lithuania.
- The head of European diplomacy, Kaia Kallas, announced a decision to limit the maximum number of permanent representatives of Russia to the EU to 40 people.
